I've been talking to Ms. Carter about the captured civilian agents.
She's looking into shipment manifestos, trying to pinpoint potential locations.

As you say they'll be going back with a gap in their memory that they would be unable to explain.
This assumes that capturing them is even feasible.

Possibly.
If I were inclined toward generosity, I would say that they're more than aware of the risk but are unable to find the agents and therefore unable to act.
Or they're afraid of placing themselves at further risk.

However, ignoring the risk will not negate it.
And the agents taken will not have been trained to resist the kind of interrogation they will likely be subjected to.
They will give them everything.
