Possibly. If I were inclined toward generosity, I would say that they're more than aware of the risk but are unable to find the agents and therefore unable to act. Or they're afraid of placing themselves at further risk.
However, ignoring the risk will not negate it. And the agents taken will not have been trained to resist the kind of interrogation they will likely be subjected to. They will give them everything.
